Assault Suits Valken Translation RQ

(spoilers, I guess - involves a hidden message after the credits)

If you leave the game idling after the credits and final score tally, the short transmission below appears. I'd like to think it's a reference to Assault Suit Leynos, making Valken's world war the one ten years prior to that game, but that's just speculation on my part. I cleared the English-patched ROM hoping for a translation, but this scene didn't show up - it went straight to the opening NCS Masaya logo. Anyone know (or able to translate) what it says? Thanks for any help!

edit: as with a lot of Valken's content, the transmission is also missing from the English localisation "Cybernator."

So Valken is a prequel to Leynos, occurring ten years earlier. Cool bit of foreshadowing, and it's also good that Masaya included a subtle but definite link between the two games. Totally lost in the English localisations, of course.
