They're 100% static, they'll show up the same way every time even down to the rotation of the individual wheels. It's a pretty complicated pattern but it isn't unfair in the slightest, just something you need to learn how to deal with over time.

In BL and Ketsuipachi they aren't perfectly static. The amount of laser and bullet cannons or "tigariri" on the wheels depends on your max hit.
The lasers also come out faster in BL strong, at 1.5 second loop speeds, so reacting to them on sight likely won't work, only memorization will.
