There's less and less reason to own a J-360 practically every month, with so many games having been given localizations and region-free releases. Might not be worth it.

If you already have a US 360 it's probably not worth it at this point. IIRC J360 exclusives are down to Ketsui and DOJBLEX at this point. Both fine games, but...

It's very much worth it if you only play shmups. It's worth noting the leaderboards for the localized versions of DS and DFK are pretty bad compared to the Japenese ones.

Arrange modes are the only things truly exclusive to J360 anymore as far as Cave is concerned.

The only DFK arrange exclusive to Japan is Ketsuipachi, which people love to totally flip their shit over for whatever reason. It's definitely a really cool idea, but I just can't really take any arrange mode seriously enough to warrant that kind of a purchase.

When I bought my PAL 360 for the PAL Deathsmiles release people were telling me I was doing it all wrong, but it has turned out pretty well. I have all three Japanese region free Cave titles and both RSG releases. Anticipating Akai Katana from RSG ^ ^

I'd say it's a waste of money unless you don't have a computer that can run Ketsui and DOJ in MAME correctly. Those are the only two games really worth getting a J-360 for, unless you REALLY wanna play Mamoru-kun or Shooting Love 20XX.
With Akai Katana getting localized and Mushihimesama HD MOST LIKELY getting localized or a region-free release, I just have a hard time recommending anyone getting a J-360 anymore.

The thing is if the previous localized games are any indication it's likely going to take around 2 years for Mushi HD to get localized and when it does you're gonna have to deal with a much worse in-game leaderboard. There isn't much reason to buy a PAL 360 if shmups are your main genre.

The leaderboard argument is really worth considering. From what I've heard, the leaderboards of the localized versions are in a pretty depressing state, while the Japanese versions are filled with good replays to download.

Japanese 360s just aren't worth it anymore. The only above-average games you'd miss out on are DFKBL Arrange and Ketsui. Replays? Meh, most of the time the top replays end up on Youtube or nicovideo. Also, I find you're more likely to get randomly booted out of score attacks while playing Japanese versions, if GameFAQs users are to be believed.

If you live in NA or PAL land will make some difference as more shmups are localised in the NA, also I wonder if there is any difference in the number of NA / PAL games that are region free and playable on J360s / Asian 360s. Also if you want to play classic xbox games like Panzer Dragoon Orta on your 360 its worth knowing that many PAL versions dont emulate properly.

The replay argument is sound, but really you can find plenty of good replays outside of the leaderboards for training purposes. Did you miss the part where almost all shmups on the J360, and pretty much all CAVE releases, are either properly emulated or available in other, less expensive regions?
