This controller will mostly be used for 2D sidescrollers and shmups. I've been looking at the Anniversary Street Fighter II controller, and it may be my best bet. What do you think? It will work with the PS1, right? Any other recommendations?

Yes, that NubyTech produced D-pad will work just fine on a PSX, PS2 or PS3 (with an PS2 to PS3 USB adapter setup). The SF2 D-Pad is quite responsive and is great for shmups. I bought one back in the day when it first came out at retail.
You could go with an Sega Saturn gamepad that has a PS2 controller port. The PS2 Ascii produced gamepads are cool as well.
If you can afford a single PSX/PS2 arcade stick, then by picking up an Hori Real Arcade Pro 2 for the PS2/PSX platform would be your best bet.
A cheaper alternative arcade joystick would be the Hori Fighting Stick PS which is compatible with both PSX & PS2 consoles (that won't break the bank, price-wise). It originally had a MSRP of $59.99 USD at retail but if you can score one for around $7.50 or thereabouts, that's a great price to pay for one. Has selectable auto-fire functionality on the fly for all eight action buttons if it needed be. The actual joystick is a generic Hori produced one compared to a Sanwa or a Seimitsu branded one (but it still has that traditional Japanese style gray colored ball topped joystick setup).

I have that SF Anniversary gamepad for the original XBOX, and the Dpad is terrible, IMO.
They're hard to find, but I can't reccomend the PSX Saturn pad enough. It's great.
Another good (and cheaper) joystick reccomendation would be the Namco arcade stick for the PS1, the gray one with the yellow buttons. It uses off brand parts, but it's great anyway.
