Can CGA2VGA be upgraded to display 720P?

Can CGA2VGA be upgraded to display 720P?
Hello.
Today I received my CGA2VGA scaler and I was going through the resolutions available and saw that the only resolution that is compatible with my TV is 640* 480. Now I have a dreamcast which I hook up through my HDMI port using a VGA to HDMI converter and it works like a charm. Unfortunately, even though the CGA2VGA claims to output 480P my TV for some reason doesnt like it and it show nothing. All the other resolutions are totally useless to me as they are monitor resolutions. Is there a way to update the CGA2VGA to 720P? Is there simililar unit that outputs resolutions made for HDTVs?

The problem is that quite many TVs don't accept HD resolutions on their VGA inputs, but only the typical PC resolutions.

Open and shut case Johnson. Turns out the CGA2VGA goes back to its "default" resolution of 1280*768. My Tv doesnt accept that so i get nothing. So once I realized the issue I went ahead and wrote down on paper the button sequence to turn on 640*480 and voila! It worked.
I do notice that the colors are kind of dull when compared to my faroudja. Anyone can guide through the color settings?

Why would you move from a Faroudja unit to a generic upscaler like this ?

Well for starters, something seems to be wrong with it. Sometimes I turn t on with any system be it the sega saturn, genesis or the SNES and the picture is half on the top and on the bottom, I have to keep turning it on and off until its right. The most important problem is with the snes. It has a very subtle up and down bounce that drives me insane. Are you sure it's resetting the resolution on it's own? Keeping a certain button pressed will reset the resolution to default.... you sure your not doing that?

No, I do unplug it when I am done with, perhaps that could be a problem? I am not sure it says 640*480 on my pc monitor but when i look at the current resolution is says 1280*768. Its not until I choose 640*480 that my monitor says its 640*480. I received a new but I have the same issue maybe its a voltage problem? I am using a 5V 2A power supply. Also, I am having an issue with Panzer dragoon saga for Sega Saturn where the CGA2VGA flips out and shows no signal on title screen. The rest of the game looks fine it just the title screen that makes it go crazy and then show a no signal black screen.
