Can you change the region of Outzone ( pcb ) ?

I was wondering if it is possible to change the region of Outzone from Europe to Japanese?
I noticed here http://www.solvalou.com/subpage/arcade_dips/O/outzone
that on Dip Bank #3 there are various regions selectable.

The pcb I have only has 2 Dip Banks, so maybe it is a jumper?
