Wonderswan Color question

When I power the console on, it just displays a white line or rectangle for a fraction of a second.
Do you must put a cartridge in to use the option menu?

I think that is correct. With a cartridge inserted, hold down the Start button and turn on the power, you will be taken to the system options menu.
