Good 3DO games!

Super Street Fighter 2 Turbo also lacks all the old characters if I remember correctly.
Its really one of the shittiest ports.

A few other solid ports missed:

Wolfenstein 3D - excellent port.
Lemmings - Another great PC port. It supports the mouse, too.
Primal Rage - Not everyone likes this, but for those that do, it's a decent port.

It may not have been a 100% arcade accurate, but it is a damn fine port. On the whole the graphics were leaps and bounds better than any port before it, the gameplay was solid and the music was probably the best of any port. To my knowledge it does not lack any characters, however it does lack some visual effects, the scoring system is slightly off and the order of opponents is different for some strange reason. It also doesn't have the control glitches of the PSX and Saturn ports.

That being said, i'm more impressed with the technical aspects of the game, such as how it managed to keep loading times to a minimum. Instead of loading every piece of content between stages, as was the normal practice, it game loaded during lulls in player control such as during a long animation or when characters are jumping. To this day i'm impressed by how short the loads are compared to other titles of that era.
