I once got this playing the PC port of Raiden III on my legacy machine. Update your graphics drivers, or if your computer's like mine and it's card isn't supported anymore try and find the last version that was supported. Maybe even ask around for a replacement graphics card, the real old ones are just stacked and stacked behind most dedicated computer stores in my experience.

and is there any way to stop the controls messing around? a friend has been trying to practice BB:CS (i can practice anytime since GF bought CT and CS on 360) and he has no consoles it's on. so when he tries to perform stuff like astrals and distortions he finds it troublesome since he can't get the xpadder/joy2key approach to work and via controller the input doesn't always accept.
I can't speak for all of them but Raiden IV will not rotate even if you rotate your desktop on the software level. The "issue" of rotating these games has also been mentioned several times before in previous posts which is why the rotated monitor pictures are here -
flipping your monitor is the easiest, best and currently only way to do this.
As for the controls, check if you can use diagonals. If not, read previous posts since that issue has been addressed here before too. If so, forget Joy2Key and check Xpadder's settings to see whether it's using DirectInput or XInput as this may have an effect on whether your controllers are recognised by it or not.
