I was thinking of modding my PAL Saturn Model 1 to 60hz,but without any switches as why would I ever switch back to 50hz? I assume that PAL region +60hz enabled is not comaptible with the Saturn, which means that I gotta change the region to NTSC-J or NTSC-U?

I do have the 4in1 always in so playing a game of a different region then of the console is no issue.

No, not true. You can set the Saturn to play PAL region games in 60Hz. This is also a reason why you might want a switch for 50/60Hz. Some PAL Saturn releases are adjusted in speed and in their onscreen apperance. If you play these in 60Hz you might lose some picture information on top and on the bottom and they will run faster than the japanese releases in 60Hz, since they've been adjusted.

Some good games get a few issues darn it but if I change the region to NTSC-J do I get the cooler Japanese bios start up?

No, you only get the Japanese startup since that's in the actual BIOS. You're also the first person I've met who thinks the Japanese start-up is cooler than the PAL one 
Also, that list isn't totally accurate, Nights PAL for example, runs faster when forced into 60hz than it does on it's native 60hz release, fine if you want that kind of thing I suppose, but faster is not always better.
