Not completely - obviously a lot of Touhou stuff is fan-made, and as people have pointed out, that stuff is popular. So it's not tautological so much as virulent and evolving.

Nevertheless, it's pretty much true, in the case of Touhou.

Nevertheless, it's pretty much true, in the case of Touhou.

I think a better way to put it is that the fanbase is so devoted that they do a bunch of free promo work and content creation, thereby increasing the fanbase.
