I was thinking about picking this up for PSP, but i'm worried it will have too many cutscenes or blabbing or whatever.
Can anyone give me an idea of about how much it's got? I keep seeing in reviews that it has a lot of story.

They definitely have a fair amount of exposition. That being said, IMO the story is pretty damned good in Legend of Heroes: A Tear For Vermillion (the first game). And there aren't really any cut scenes. Just dialogue. I really enjoyed the Engrish in that one too...lots of funny moments where the translation job is just hilarious. For an old-school RPG....it's prety solid.

Which one are you interested in?
If it's one from the Gagharv trilogy, what maxlords said is pretty much all there is to it; a decent amount of interesting dialogue, but totally bumraped by Bamco's disinterested localization team. The game itself suffered from a similar fate in that, while graphically nice, it was simplified in battle-mechanics and the music arranges are, imho, a bit shit too. Still, a playable game.
If you're talking about the recently localized Trails in the Sky, that game is a masterpiece through and through, however, the amount of text to be found in that game is just crazy. A lot of it is optional, but there'll be still a lot of reading going on just for the main-plot and by voluntarily skipping the optional texts, the game begins to lose some of it's strengths . Not everyone's cup of tea for sure.

I'm currenly playing through the first PSP game. It takes a long time before you actually start fighting and such. I only pick it up on occasion to play, so it really hasn't gripped me. It's nice to play an old school JRPG, but you'll see negative reviews by those who don't understand the appeal of such games.
I've noticed that attack magic spells aren't even that necessary to use. There was one time I figured out that fire magic worked well against these slime monsters, but that's about it. I mostly just use healing spells.
