Uh, really now? Less than 1% of China is on Win 98 according to any market share chart (less than the US BTW). The overwhelming majority are on XP. The real reason why IE6 is used so much in China? Because a large number of folks are using pirated versions of XP and have no braindead easy way to upgrade to IE7-8 so they don't bother.

I have several machines running pirated XP, IE8 seemed to install fine through Windows Update. Not that I use IE ever...

Assuming they upgraded, that's possible. Another thing that comes to mind is crappy web apps. It's definitely a known problem for corporations and other institutions to have old junk on their intranets that was coded and tested only on some specific IE version and breaks if they try to run it on any other browser. IE sucks period, it's pretty obvious that they're trying to keep up with Firefox, which is trying to keep up with Chrome.

I wonder if any of those statistics allow for ppl having more then 1 web browser on their PCs. ie while they have IE6 installed they also have another browser installed like firefox which is what they use most of the time

The statistics being used for this would be based on websites reporting what user agent strings are being sent by browsers when they access the site.
