Twin Cobra/Kyuukoku Tiger and Raiden

I remember playing Twin Cobra in the arcades back when it came
out, but never knew anyone who was good enough to get past
level 2 or 3. Now that I've credit-fed it a bit further in MAME, I
was surprised to see how similar this was to the Raiden series
in style, level design, and even some of the bosses.

Is there some connection between the two games? I thought
Twin Cobra was by Toaplan and Raiden was by Seibu Kaiahatsu, but
they seem too similar for this to be purely coincidental...

From what I've read from other members of this forum Raiden is a Homage to Toaplan games like Twin Cobra.

I'm sure Raiden is gonna pop in to put in his two cents.
