Name that beat'em up

Hey, i'm in search for name of an arcade beat em up. I've looked through klov, mamedb, arcade history and still came up with nothing. I think this should be an unemulated title form 1990-1995 and made by a rather unknown company. All i can remember is one of the characters was a black Heidern look-a-like with sunglasses, game had large sprites like Burning Fight and some of the moves done with circular motions (qcf etc.). Help!

That makes me think of one of the characters from Rival Turf and Brawl Brothers (the first two Rushing Beat games in Japan, but the character's white in those).

These games are for the SNES, though, not arcade.
