Lol, must be an English-ism. It's not a dumpster exactly, as that would be filled with plain old rubbish, but a skip is usually hired where construction work is taking place, especially outside stores. It's a large metal container that sits on the roadside and the guys renovating the store can dump everything in it, from concrete to TV's, before it's driven off to a landfill or something.

In the building world it refers to anything that you chuck rubbish in really, so the small rubber bins with handles on too.
