What is Seibu Kaihatsu doing anyway? I checked their wiki and the have not even developed a game bythemselves since 1998 just been licensing out to other devs like MOSS . are they lazy or something?

MOSS is, in fact, not an entirely different company. MOSS was created as a bailout company for Seibu Kaihatsu employees. Many of the people who used to develop their games under Seibu Kaihatsu are simply doing it under a different name now.

I believe the way this worked was that Seibu Kaihatsu was going bankrupt, so they created MOSS and "sold" their IPs to them, so they could retain creative control over them.
