Just going by MAME, it looks like you'd need to swap out a couple of ROMs; if I'm interpreting the filenames and diagram properly, they'd be board designation U29 and U30, and the chips themselves are probably labeled "NOS-PO-T" and "NOS-PE-T". According to the MAME driver notes, they should be 27C4000 or compatible.
Sounds like a visit to Hobbyroms site and get that Korean Nostradamus PCB converted to a JPN one. It's cool to own some Korean PCBs like the Dooyong produced R-Shark arcade shmup PCB title. One of my local arcade hangouts had an R-Shark PCB in a generic Dynamo upright cab back in 1997-1998.

I just hope the pcb isnt encrypted.
