The humanity as a whole keeps ageing, not just the rich societies. Third world isn't an unfailing human resource either. The fastest ageing nations had better do something about it as soon as possible if they want to thrive on in the future.
Even in the US xenophobia isn't uncommon, is it? Closed societies (those using words like "gaijin" on a regular basis) - nomads, islanders, highlanders... - are stuffed way deeper up this anus and probably thinking of their xenophobia as a perpetual struggle against the cultural violation.
Having said that, the Japanese have radically changed their society a couple of times, in more bleak circumstances than today's economic climate to boot. When they start changing things, they mean business.

I don't know much about economy and maybe I can't express myself in right terms, but doesn't Japan being so pricey have something to do with the phony employment? They employ more people than really needed, thus aren't cost-effective and this policy burdens the society with hidden taxes all over the shop, am I right? Uncompetitive economy is a price they pay for the social tranquility, but there are hidden costs, like everything beyond daily bread and booze being jolly expensive. Seems right to me. Their uncompetitive (or anti-competitive I should say) practices have fucked them as well. NTT took a financial ass-reaming when one of their execs quit, sued them for anti-competitive actions, won, and literally brought ADSL to the country all on his own. They apparently made about 20% back on their ISDN investment, wanting to wait X years and go straight to fiber. Later the government divested below the 50% mark when they tried to buy a US internet backbone and the Federal Government told them to go fuck themselves. They said it was national security, but everyone knew it was payback for NTT not letting foreign competition in. I've continuously tried to find these storie on the internet, but to no avail. Yes. Japan was ranked 2nd "cheapest" in terms of donations in relation to it's GDP. I believe in the last 25 years it has it has given out less than 2000 asylum visas (you can Google that probably). I now defer everyone to one of my favorite websites on Japan, the Quirky Japan Homepage. There's an entire section devoted to useless people. The first example hits home with me, since I lived in Himeji and I know exactly the intersections that the guy is talking about. There are some intersections in the downtown area that get very little traffic, yet they would have one or two crossing guards to help people across an empty street that already has a traffic light displaying the "walk" sign.
What's funny is that some useless people have been replaced by mannequins or whatever. For road construction on the highways, the guy who waves the flag to get everyone to merge over has been replaced by a friendly-looking robotic mannequin that waves the flag. At least there's a small sign of trying to be efficient.
I donated one example to this website of the door-to-door mop head replacement salesman. Talk about an exciting life.
