If you're getting Samba de Amigo, make sure to get the maraca controller with it. It's playable on the Dreamcast pad, just... really damn boring.
I'd just skip the first Powerstone and get the second--you can have four players in the second installment, and the levels are bigger and much more dynamic. There's nothing wrong with the first one, but you most likely will never touch it again if you have the sequel. They're both like a fun version of Smash Bros.
I didn't find Rainbow Cotton to be that insufferable--the auto-center thing is annoying at first, but you generally get used to it after a while. It's got a nice graphical aesthetic, but I can say it's a must-have. I think it's climbed in price over the last few years, so unless you're a completist or a huge Cotton fan, you could easily give it a miss. If you get the chance to score it on the cheap, though, you might enjoy it.
Since you've got a decent list of fighters, I think the JP version of Marvel vs. Capcom 2 generally runs cheaper than its US counterpart. I never played the original XBox or the current downloadable versions, but the PS2 port was definitely inferior to the DC one. Only problem with the Japanese version is that you were expected to take your VMU with you to the arcade and get the experience points you could only earn on the MvsC2 machines in order to unlock certain characters on the Dreamcast. I'm not aware of any unlock codes; if I remember right I had to do some nonsense with a special boot CD and a complete save file which then transferred to the VMU. The US version nixed this nonsense and just used one kind of unlock points. Still, if you ever find yourself in Japan, carrying a VMU, and faced with a MvsC2 machine that still has a VMU slot, you will totally know what to do.
Oh, and if you have a Wii, I'd just get the House of the Dead 2 & 3 collection there instead. Nothing against the Dreamcast version (it's probably more accurate), but I find tracking down old, limited use peripherals for one or two games to be tedious and more money than it's really worth. That's just me, though.

Capcom released a special Dreamcast game save CD that you can load up on your Dreamcast and save the files to the VMU. I forget what it's called, but I am pretty sure you can still find it on Amazon.co.jp or somewhere.

That Dream Explorer looks nice. Maybe I can get the Japanese version of MvC2 and sell my US Dreamcast version for some bucks. I never liked how Vega became known as M. Bison anyway. That was sooo lame.
