I saw it arcades many years ago. The monitor was in vertical orientation, like most shmups. The graphics looked similar to Change Air Blade. The standout feature was that you could turn your fighter jet, and scroll the other way, or turn sideways. It had quartercircle and halfcircle motions to control this, like a fighting game.
I have tried Change Air Blade, and it's not that one.

It might be Skull Fang. I can't be sure, as I've never played Skull Fang, but I've read some things about it, and I think it had a system similar to what you've described. I don't think it's MAME'd though.

I checked the KLOV entry.
It is part of a series by Data East: Vapor Trail, Wolf Fang, Skull Fang.
Skull Fang IS in MAME, but the protection is not emulated.
Vapor Trail isn't bad. It's easy, the graphics are flat, generous with power ups, you die on the second hit, bombs are instantenous. The music is top gun style. Worth checking out.
