Looks like Sony doesn't want to waste time on PS2 business anymore and declares the console now an open system:

Need still one of those expensive dev-kits, but I already see a dreamcast-ish future for this console now that PS2 software doesn't need Sony's approval nor licensing.

Don't see what this has to do with piracy, it's already easy on the PS2 and requires no hardware modding, as far as I know. The fact that games now don't need the official sony stamp of approval has no bearing on that whatsoever.

This isn't opening the system at all in any meaningful sense, it's just that they're being less picky about what they approve. Notice the wording: "Sony says it will no longer insist on content approval for PlayStation 2 titles, in a similar way to the DS and Wii's lack of detailed concept approval" and "there will also no longer be any licensing fees involved in becoming a PS2 developer". In other words, games still have to be approved and publishers still have to pay license fees, it's just that Sony's pulling that process out of the development side of things.
