From what I've heard it was made in like 3 months. I don't think Treasure works well with short dev times. The US version reportedly slows down a lot less than the original. How's the PAL version? Does it have 60 Hz mode? Slowdown? Is it improved like the US one?

It's crap.
No 60Hz option and I can't tell much about slowdown improvement because the whole frickin' game feels too slow.

Don't try to play the PS2 Silpheed like the Sega CD version. They really are two different games, despite the common Silpheed name.
The SegaCD version was generally fast, with swarms of enemies often attacking in hard to predict patterns, and the stages were rather short. The PS2 version is slower overall, with less enemy swarms and more frequent larger enemy attacks, so the difficulty of those larger enemy attacks is in trying to point-blank as fast as possible for a maximum score mulitipier (x16) rather than actually getting shot or rammed (most of the shot patterns are rather standard).
Boss battles are much longer, and in fact the first boss battle of each stage (despite the usual Warning Warning Large Craft Approaching Attack And Destroy) is actually a midboss attack, but then the second boss battle is the end of stage boss.
On its own, it's okay, not a must-have for any price but if one can get it for cheap then it's also not so bad as to merit being completely ignored. I got it for $9.99 used (with the disc in excellent condition) and don't regret that purchase price for the game.

In retrospect, I actually had more fun with Silpheed Sega CD.
It was really good for its time, and the challenge held up pretty well.

I'm gonna avoid the PAL version then. Slow by design is one thing, but slow by design and slow by the code AND slow by the poor PAL conversion...

I gotta revive this and say this game is underrated. If you have not bougt this yet i suggest u do before u cannot anymore. The graphics look great upscaled on a ps3, set to hard mode its quite challenging as far as a non bullet hell. Its just a fun game imo. Not sure why it gets a bad rep and can be had on the cheap still i think... And its Treasure

Silpheed: The Lost Planet is a very good game and I like it. It was one of the first games released for PS2 (in Japan it was released in 2000) and has good graphics and some beautiful effects and CGI cutescenes, but the game sadly suffers from some heavy slowdowns, especially in the last boss. Silpheed is fun, no doubt, but is far from the same level of polish and excellence compared to the others shmups developed by Treasure like Radiant Silvergun, Ikaruga and Gradius V, all these superb games.
