The Extron VSC units are lagfree as long as you don't perform any framerate conversions (VGA in, PAL out). With conversion there's a field of lag (0.5 frames).

The last VSC unit I had was a 700D. 1920x1200 VGA input and SDI output :0

Though this wasn't the only VSC I had, I actually never tried sub-31khz input to the units, so I can't really tell, if it going to do anything in your setup (for the case where you input 480i instead of 480p).

For 480p it's nice, but at some point you'll just notice the degradation through the whole chain. My setup was: 240p/480i -> XRGB-3 -> VGA -> VSC700D -> SDI -> BMD Multibridge for recording. While the results were good, they were not as good as directly recording in 480i (e.g. from a PS2) or recording on a Sweetspot or Holo (in 240p). I tried this setup for a 240p recording solution (since the BMD can't take 240p). In the end I threw the VSC out and choose upscaling before recording now if I have to record 240p material (720p).
