ok. early 90's at the latest. maybe sega. side scrolling 2 player. think they guys were like cops in suits. a bit like confidential mission. quite large sprites like final fight. i think the beginning of the 2nd level you were speeding down the highway firing at baddies in a helicoptor from inside a car maybe a limo? any ideas?
