As for me I think that I consider a shmup beaten when I can 1cc it on easy or normal. I don't however consider myself finished because I can always improve my score, unless I didn't particularly care for the game or scoring system at which point I'm just finished with it.

A game is beaten when you get the maximum number of points possible every single time you play.

For me, when I'm first place on the Hi Score forum for the game, or when I am satisfied. Of course I can't get first on all games, so a 1CC is good enough on some shmups.

When I can 1CC it regulary, and the scoring system no longer appeals to me. Beating the competitions highscores is also part of it.
But usually, I just settle for the 1CC.

You could put qualifiers on whether you have or haven't "beaten" a game. I beat game X with Y ship, but haven't beaten it with ship Z. Or I haven't beaten it without using bombs. You can split hairs and say that you have beaten a certain mode of the game and not the game itself. The devs put different difficulties in there for a reason.

I consider a game beaten... After I've beaten the last boss in all gameplay modes, and most definitely at a level harder than easy and normal. When it comes to Raiden, I feel like I need to play the game at "Arcade" or "Original" difficulty, even! I am especially happy if I can 1CC and no-miss a run, but so far the closest I've come to that is.... Mushifutari on Novice mode. *siiiigh*
But... if that's how I see it, then naturally, I've never beaten ANY of my shmups. Darn! XD
Yes, I'm really that bad. But it's fun, and I enjoy playing the games! Continues be damned! It's staying alive and scoring higher that works for me!

ThunderForce III generally has really easy *bosses* but some of the tricks and traps in the stages themselves can be tricky enough.
Hydra: there are a few fast firing ground based laser beam guns, plus that mid-stage missile attack trap needs to be learned, and even the first boss fire burst needs to be memorized to be in the right spot.
Haides: there are a few traps there with closing land, spinning parts, a reversal plus a speedup shortly before the boss. Probably the most terrain trap based stage among the initial stages of the game.
Gorgon: it's a matter of learning where the lava balls and lava beams appear and there is also a speedup midway through the stage.
Seiren: mostly easy but there are those non-destructable ships, laser beam firing rods, exploding mines, and water currents to learn.
What makes TFIII especially easy during boss battles is the Saber/Sever weapon. Lose that, and the game gets just a bit harder. That said, if a ship is lost, it's usually easy enough to just point blank/drill the boss with even the standard twin shots during the invincibility time of the next ship. Lose another ship? Drill the boss some more with the next ship. The game gives out 1ups at point intervals plus they are in some of the stages, so losing one or two ships for a boss battle won't end the game immediately.
Tip: let the game toggle between title screen and attract mode and watch the attract mode of each stage--some of the trickiest parts of the stage are actually displayed during the attract mode of the stage.

One loop, two loops, ALL, etc. Gradius games that loop for days I'd consider done after one or two. Whenever I've done something notable and don't feel like playing the game anymore is when I stop playing, but I like Icarus's philosophy on the matter.

I thought I'd consider DoDonPachi beaten once I'd got the 1CC, but now that I've cleared it I keep playing because the scoring system is so good. Now I'll only consider it beaten when I've cleared both loops + TLB.

I don't, if score is involved. I do occasionally decide I've taken a game as far as I'm willing or able to.

I only consider the game beaten with a 1CC on default difficulty. Then if it's enjoyable I'll go for score. Also, I hardly ever credit feed on a console port or use practice modes. This makes clearing the game much harder as obviously the later stages aren't played as often. Doesn't make much sense really (and I don't trouble many hi-score tables...) but it keeps the game more exciting - every time you get that bit further is an accomplishment in itself and the reward is new eye candy.
