I believe there was a booklet containing some Tangut information along with other TF6 bonus material. This was an early pre-order bonus and possibly only through Sega direct (not SD/Sega Direct, I mean directly, although it's been while perhaps it was SD anyway). For example, the translation of the name Thunder Force VI in tangut romaji is "1di:' 1'yi 1cheu: 2tseu".
So basically it's pronounced in katakana as "di i cheu tseu" if you know Japanese. Anyway, this phrase was heard when the player encounters a bunch of Galaxy Federation Rynex ships in Stage 4.
The highlighted numerals accompanying each tangut romaji are the pinyin tones. Refer to here: http://en.wikipedia.org/wiki/Pinyin (check under Tones). If you know about Chinese Mandarin, you can figure out how each tangut word sounds. Tangut is an ancient Chinese dialect, so they share a few characteristics in between them. The Japanese call the tangut language "Seika".

It wouldn't make much sense if the Tangut characters would've been pronounced with the same four tones as modern chinese.The highlighted numerals accompanying each tangut romaji are the pinyin tones. Refer to here: http://en.wikipedia.org/wiki/Pinyin (check under Tones).

The numbers probably stand for a two tone system (because there are only 1 and 2) or maybe they only mark different consonant or vowel qualities. I'm guessing the former, but I don't have too much knowledge about the reconstruction of the phonology, maybe some others can help.
