I have seen some heated debates on this(although Ikaruga seems to be winning here).
Basically, RS is the most over the top shmup ever. It's graphics, sound, and bosses wow you right after you watch the kickin' animated intro(and how often do you get that in a shmup?).
But to me, the game has design issues. The "saturn mode", I find to be almost a chore, because of it's insane length. And it wouldn't be so bad if the length was mainly because of stages(like GV), but it's just boss after boss. Which sounds cool, but gets kinda bothersome after a while. The arcade mode is much tighter, and I like it better, but the stages(the not boss parts) aren't all that gripping. Seems like they didn't have THAT part down yet.
Ikaruga pales in terms of sheer bombast, but makes up for it with it's awesome gameplay, and level design. Takes a really cool concept and runs with it. My favorite shmup ever, actually.
Despite RS's problems, it's still a great game though.

This is a tough one. Two totally different games.
If I was to vote I'd say replay value goes to Ikaruga. I just get too involved in trying to improve my chaining scores over and over again.
Pure awesomeness goes to RSG. Those many different types of Bosses just make the game so much fun from traditional Shmups.
I'll give the edge to RSG.

Even though I don't have much experience with RSG, I'm gonna have to go with Ikaruga. In my opinion, it's look, gameplay and soundtrack are top notch. RSG looks to be a fantastic shmup from the gameplay vids I've seen, plus the measly 3 minutes I got to play it. But it didn't amaze me at first glance like Ikaruga did.

I voted RSG, despite being torn between both.
RSG just feels better than Ikaruga, despite my loving of both.

Come check out my website, I guess. Random stuff I've worked on over the last two decades.

RSG has so much variety in terms of design work, all of which feels very carefully layered. It's one of the only shmups where I really don't care for score, because playing for survival is such a treat. It's a truly epic game which builds and builds unlike any other shmup into a dramatic finale with an equally dramatic soundtrack.
It's like the blockbuster epic compared to Ikaruga's TV special: short, plain, and pretty lacklustre in terms of theme.
I also think RSG's graphics win hands down - you'd have to be blind to think otherwise.
