Tinkering like hell with the settings, I've been trying to do this feat in Training mode on RFJ via Raiden Fighters Aces (because you can only do that feat on that mode) and I've been failing rather miserably.
The challenge is this:
Stage Edit
Play Stage :: REALBATTLE P2+TRUE BOSS
Game Mode :: EXPERT
Difficulty :: VERY HARD
Enemy Fire :: 100%
The catch? No shooting. I did this by configuring my controller so nothing's mapped on any shooting buttons. Basically bomb your way to victory...and you only get one shot.
Bomb spamming is a lot harder than you think.
Believe me. I bomb-spammed the entire stage only to have no bombs in stock for the boss...and that was just the first boss of the battle!

Those type of custom settings couldn't be applied to the original SP1 cartridge version of RFJ nor it's RFJ-2000 solo single layer PCB counterpart. ^_~

I did all of this on the Raiden Fighters Aces version of Raiden Fighters Jet. That has a training mode where you can go crazy on all of the aspects of the game, including bomb count, enemy fire, and many more aspects.
I was just bored on RFA and decided to do this dumb challenge; though it's actually a pretty difficult challenge. You have to keep enough bombs to kill the boss, and the level's pretty darn long, so you have to balance dodging with bombing if you want to complete the level using only 99 bombs in stock. Not to mention that the bullets are also balls fast as well.

I'm pretty sure I'd last about three seconds on that level even with weapons, although I suspect that this would probably be a lot easier to do with the Miclus or Fairy. In fact, you'd probably have to reduce the bomb count for one of those two...

...I'm guessing that it's nigh impossible to beat this in 99 bomb Recca Mode unless you dodge most of the main stage. (I saw what you did there near the end. )

IIRC, the Miclus and the Fairy's "bombs" don't cancel bullets. Not only would you have the challenge of using only bombs, you'd pretty much have to practice dodging an Expert level on jacked-up difficulty and rank.
