I noticed that there is a online logo on that box, I can't remember online gaming being mentioned before (although my search button skills are bad). So is this game going to be playable online, or is it going to have an online scoreboard? Not that I ever have time to play games online, but scoreboard would be nice
Seriously, the artist must have hit the sugar a bit too hard that day.
In any case, none of the other PS2 games with online scoreboards (Shiki 2 and Gradius V for example) have that online logo, so it's fair bet the game is playable online. It's a Vs. game, after all. Probably only works in Japan, though.
No matter how good a game is, somebody will always hate it. No matter how bad a game is, somebody will always love it.

No, it didn't and no, it doesn't. La Petite Princess uses real time polygons for backgrounds and enemies and hi res hand-drawn sprites for the main characters. At least, from what they have shown.

With "fills" are you referring to how they were coloured?. That kind of colouring can be done in pretty much any graphic application. Stuff are rarely 100% pixel by pixel drawn/colored. Photoshop and illustrator are basically 2D programs so..
