Metal Slug Complete 2 different Japanese Covers for PS-2?

I noticed that the PS-2 Japanese version of Metal Slug Complete has 2 different covers:

How can this be? What's the difference between the 2 compilations? Is the 2nd a genuine cover or marely a pirate made copy?

I heard the jp version is better too now add possibly different jp versions and this turns into a nightmare.

If that second image isn't an amature bit of work, then it's a mock-up. Every element of it's at a different resolution than every other.
