Hooking up a 7400 directly means that the stick inputs have a (relatively) low-impedance path to Vcc, which they probably don't have in normal operation. It's unlikely that this would actually cause a problem, but I felt somewhat obligated to play it safe since it's not my PCB.
Thanks for the info; I'd like to play it safe too; I eventually want to use the stick not just w/ guerilla war but with all my other rotary based PCBs. so I hook up the 74244 between the output from the 7400 and the PCB ?

Now that I think about it some more, the scheme I was thinking of wouldn't really solve that problem. To really make it do what I'm thinking of would probably need another 7400 and either a '244 ('245 won't work because it only has one enable input) or a pair of NPN transistors. I'm probably not in the best frame of mind to think about this problem right now...
