I would like to know if plugging a Dreamcast through the VGA-in of a LCD TV (with the use of the VGA-box) would improve image quality compared to the Scart-RGB connection (which is as good as Component).

Definitely! Just keep in mind that not every game supports the VGA box (e.g. Bangai-Oh).
The VGA boxes are all pretty much the same, at least in terms of quality. There's no conversion going on. The VGA cables just short two pins withint the DC, so the DC will ouput native VGA.

none. The VGA boxes just usually had an additional audio RCA (cinch) port and a S-Video output for games not supporting VGA. As long the offered VGA cable has some kind of audio connectors you're good to go.
Some TVs will give you the actual resolution instead of simply doubling each pixel. Which means you'd get a screen barely larger than a notebook. Sharp TV's (like mine, ggrrrr) do that.

What brand is your LCD TV?
Actually I'm still in the process of buying my HDTV and I have chosen a Sony's as it seems to be the best for that kind of task
