video capture PC card

Is there any good , and cheap (and available somewhere) video capture PC card that can display the video signal from JAMMA (so, 15 Khz RGB) on PC dekstop screen or save it to avi (not monitor - i don't need "JAMMA 2 VGA" one)????

define cheap!

alternatives include a RJOK Jamma RGB to component transcoder plus a Hava real time capture device (myhava.com), a PDI Deluxe Sweetspot capture card (RGBs + component input) or a Holo3DGraph if you can find one. All three should run at less than $200, but could have problems weird off-the-chart vertical frequencies like on the Seibu boards.
