What is the NAME of this game?

We'll its a vertical shooter and it had a helicopter as your ship. I played it in the Namco arcade and it was fast paced.

Can anyone give me the name of some games that are like the describtion?

That's pretty farking broad, assuming you're being serious could you narrow it down a bit? What type of graphics etc.

could be

zero gunner 1/2
donpachi
tiger heli
twin cobra 1/2
etc. etc. etc.

That sounds like it could be either Twin Cobra or Tiger Heli. However, it's still a bit too broad. Was it an older or newer game? Did it have two players? Do you remember what the power ups were like?

Well its not twin corbra (I played that). Its like a war game with tanks and big airplane ships / tanks as enemies. It was around three to four years ago that I played it in the namco arcade.

If anyone can post links of their suggestions, I can figure out if its the one.

Did it have a different name in the US? But overall it looks just like it but I remember it having a american name not a weird name like that!

Also, did Ketsui ever come out on any console system?

no to both questions.

Ketsui was never localized & is arcade-only, no home conversions.

also, the year of its release was 2003

Thunder Dragon had to rotor-less choppers in it. But it was a mediocre Raiden clone.

Hell yeah! Ketsui just sounds way too much like "ket-sooey!" I mean, come on, who the hell would make a game called Ketsooey?!? And then there's stuff like Gradius. "Grey-dee-us?" It sounds like a bad Toys R' Us wannabe! These people in Japan need to study worry less about their weirdo "Japanese" and get with the English program! Duh!
