Turbgrafx shmups
Okay, I was offered a Saturn or a Turbografx. The only games I play are shmups, so I'm wondering if Turbografx has good ones. I know Saturn does, but his price is pretty steep on it so I was gonna go for the Turbo. All I need is a little reassurance that it could be worth my time. Thanks.

With a proper Kisado or Murai Hu-Card convertor, you can play such Japanese Hu-Card game titles on a Turbo Grafx-16, Turbo Express or the Turbo Duo platforms...
Or get your TG-16 region modded and do away with the need for such an external Hu-Card convertor would be an even better alternative...
Like Ceph recommends, it is best to get a PC Engine Duo-R or it's latter variant, the PC Engine Duo-RX and have the ability to play both Hu-Cards + CD-Rom2 & Super CD-Rom2 based games from the get go.
Of course, if you want to play such Arcade CD-Rom2 based games, you'd have to pick an Arcade Card upgrade. Only one shmup is Arcade CD-Rom2 based and that is: Ginga Fukei Densetsu Sapphire (aka Galaxy Police Woman Sapphire). Be prepared to spend mucho $$$ for a genuine copy of Sapphire though as it's buyer beware for numerous professionally counterfeit produced Sapphire copies floating out there... ^_~

That particular distinction would apply to the Turbo Technologies Incorporated's Hu-Card release of "Magical Chase" as that was the very last USA Hu-Card release in late 1993. Therefore: PC Engine Duo/R/RX > Turbo Duo.
And here's an eBay auction for the boxy Hu-Card Convertor that would work just fine in any of the following three setups -- Turbo Grafx-16, Turbo Express and the Turbo Duo (provided that one carefully removes the Hu-Card cartridge cover door panel from the Duo console):

I'd go Saturn...that doesn't mean the Turbo doesn't produce, though...but in order to take advantage of some of the best shmups it has to offer u must have the CD whether it be Duo or the add on unit. This screams big bucks. Saturn's imports are easier to play with the addition of many different converter carts.
I personally have a import/U.S. Saturn and a U.S. Turbo Gfx. I do not have any of the turbo's cd shmups.
