I mean a program which lets you create your own shmup game. You wouldn't have to program anything if you don't want to. This program would cover all elements in the game: your player/ship, different kind of enemies (terrestrial and aerial), enemies formations, kind of shots (including bullet speed, cadency, autofire, alternate fire, super fire while pressed...), bullets and bullet patterns, bombs, explosions, power-ups, final bosses...

Of course everything configurable, from your ship speed to the enemies speed, resistance, behaviour, animations, transparencies, shadows, hitpoint, scroll speed, sounds, music, etc.

I don't think it would be as complex as designing a 1vs1 fighting game. Considering all shmups have more or less the same elements, it would be easy to let the users create their own content and share it, so you could center on designing scenaries, ships or whatever, or create the perfect game from the poing of view of playability, etc.

MUGEN has made possible for me to have an impressive game with great presentation and an impressive selection of fighters and stages, and great control: http://www.youtube.com/watch?v=nzzORgviGxo

It's also true that the lack of taste of some users is the reason for hundreds of mugen games which are pure crap, but that's not a problem with the program itself.

Wouldn't it be fantastic to have such a tool for the shmup genre? What do you think?

Heh, irony. MUGEN was originally designed as a shmup-editing program.

There's some similar discussion about shmup-creating programs going on here.
No matter how good a game is, somebody will always hate it. No matter how bad a game is, somebody will always love it.

there's the STG builder mentioned here http://shmups.system11.org/viewtopic.php?t=18405

Contrary to the thread title it can do hori as well as vert. The interface and manual being Japanese may be an obstacle for some...
