That's what I think too. I woudln't give GTA San Andreas for a 8 years old kid to play, and a friend of mine wanted to give True Crime: New York for his 9 years kid, and I tried to convince him that game was not suitable for a children (Actually, not suitable to anyone, as the game sucks bad).

But I can't see Doom or Duke Nukem3D, for example, as overly-violent games.
