Okay, EOJ hasn't been too helpful in just giving you the literal translation (time constraints I assume

).
Firstly relax, the screen is normal - I'm guessing when you put the cart in, there was a countdown first from 999? (If not, it means RF2 is already loaded for the board, and you just need to switch off, switch jumpers and turn the machine back on.)
You need to do some reading on SP1 mobos - whenever you change a cart over, it requires you to in effect, load the new game. After the countdown, you then have to switch the jumper and reset your machine.
There are two versions of the mobo - if you have a later version (usually a little smaller) there's no need to switch the JP1 peg, you just reset the supergun and it'll go.
If the mobo is older you'll need to locate a little black peg listed JP1 on your mobo (it's v.small, just look closely - its normally closer to an edge if I remember properly) and here's the instructions you're looking for:

Most straightforward section of the thread is this:
"Switch off, swap cart, move position of jumper JP1, switch on, wait for timer and game boot, switch JP1 back."
By 'move' jumper, that means you just pull the little black thing off, and place it on the pins below (or above), switch on, let the timer run down, turn off, move the jumper back to its original position, turn on and play. Once a cart is loaded, you don't need to do this every time to play the same game.
