You're right about the "box" and it would be called Extron Emotia. It will provide a RGB output to use with your Scart sockets.

Wrong. Best quality is obtained by wiring the VGA output directly to the SCART input. It takes a bit of work to make the cable, and then to set up the software (somebody probably has decent pre-made modelines...) but it looks awesome. Details for the cable are here and here. There's a program, Powerstrip, that will let you set the video modes you need in Windows.
Sound will need to be wired seperately. I hacked the VGA plug onto my Dreamcast SCART cable, so I plugged that into the side of the cable.

depends whether your graphics card can output in RGB, (if it can then best to directly output from laptop vga ---> rgb scart on monitor with special cable & powerstrip). if it cant output an rgb signal, then youll have to go down the other route of using s-video or one of those expensive converter boxes
