which is an xls file after being extracted. It looks to be coded in Excel VBA, does anyone know how to run this program?

Do you just open it in excel?

Not sure, but try opening it in Excel, then go Tools -> Macro -> Macros (the one with the Play icon). Or alternately Alt+F8, on my version anyway (2002).
