It obviously is supposed to say something to effect of "prosecuted to the fullest extent of the law." And if you think about, if you have some weird dyslexic issues, jam and law aren't too dissimilar. Add a dot to the top of the L, turn the W upside down, and voila, it's almost "jam"

well, still a weird connection, but it does make sense , cuz if these were translated by some japanese peeps, "Law" would normally misspelled as "Raw"... but "jam", it's too far off..
