Ibara Black Label hardware issue?

Hello!

I was selling an Ibara Black Label here- the thing has been powered on once (when I got it) and has sat in the box for the last several weeks. I technically already sold it. Before packaging everything up- I wanted to get a game in and make sure everything was on the up and up- and now I'm not getting a picture on it (no sound either). I don't want to have to back out of a business deal- and maybe my cab has something wrong with it- but other boards are working fine (and this one doesn't work in the other cabs). Anybody have any ideas?

I'm located in the US (California)- but if it means I can make the buyer happy I have no problem mailing this PCB away (rtw?) if I can get it fixed.

What's about the LED's on the board?

IIRC when you power up the PCB , a LED should light up somewhere at the center of the board, and after a few seconds this should go out and another LED near the Jamma connector should light up and stay lighted

Check voltages and connector alignment...

no leds light up at all. Tried it on several cabs, no dice. Any specific place on the board to check voltage?

take a voltmeter and measure between ground and +5V ( i would do it without PCB , just the jamma connector) 4,95-5,1V should be ok

Got any other SH3 PCB's which work OK ?

Sometimes and I stress sometimes the load of the PCB is too
low for the switching power supply to start up. This is typically
a problem if you have a switching PSU for the PCB and the monitor
is connected directly to the mains.

Do other PCB's work in the cab ?
