So I got a PS2 today.

Do most of these PS2 shmups support VGA?

The ps2 does not support vga at all.

The ps2 does however support 480p through component video but no shmups on the system (that I know of) actually use this function of the system.
This industry has become 2 dimensional as it transcended into a 3D world.

So if I want to use my PS2 on my VGA monitor am I just screwed or what are my options?

Just get an xrgb 2 or 2+ and a 21 pins rgb cable. It's easier said than done though.
