I've been listening to Boredoms, Cornelius (live two months ago, fantastic!), Rei Harakami and Nobukazu Takemura lately. All worth checking out IMO.

This is basically my favorite thing. "Noise rock" is a kind of generic tag so these bands can be classified as other things as well:

YBO²-Alienation. This seems like a basically unknown album despite being one of the foundational Japanese noise rock bands/albums. It has KK Null on guitar and Tatsuya Yoshida on drums (you'll see the latter in many projects).

Ruins. Various albums, my favorite is Hyderomastgroningem.

Afrirampo-Kore Ga Mayaku Da. A newer release, Boredoms-influenced (oddly, I don't really care for any Boredoms albums though- Soul Discharge is probably my favorite).

Some really cool stuff lumped in with Japanese psych-rock, like Fushitsusha and Mainliner (Mellow Out, oh yeah) that are probably the noisiest of them all.

And Melt Banana, of course. Charlie.
