It's by Blaze, so the quality is probably suspect. However, the ones I'm finding online seem to run between 10 and 15 bucks.

*shrug* Probably won't hurt the wallet...and maybe you'll luck out and it can be modded? Dunno...

Funny, I was looking at that one too, and an Agetec that'll end in a few days. I ended up deciding to build my own instead of trying to buy and use yet another crappy stick. I've had less than zero luck with stock sticks being good enough quality (a Naki Ultimate Fighting stick for PS2/Xbox, an SNES ascii, a Saturn something or other) and figured I'd waste less money doing it myself.

That said, maybe it can be modded into something usable. I don't see anything on SRK about it (at a quick glance), so I dunno. An Agetec would probably be a much better bet for a Dreamcast stick than that one. For instance, this.
