Stay with me here...

Why isn't a (2D) beat em up a shmup?

You move your ship (Haggar) around the playfield (Hori shmup) with a street background. You must shoot the enemies first (punch/kick) the enemies before they shoot you (slam / punch / choke).

You also have a shield (Life bar). Similar to the PS2 silpheed, the lifebar is usually pretty generous. Please note the size of the hitbox. You are expected to take hits (it's a Movie for God's sake ((Silpheed))). Can you take your ship (alex ?) to the end of the game?

The only strike is that there is no forced scrolling (battletoads Hoverbikes(?)/Ikaruga stage 3)....

Lookin' too hard for a loophole. It happens.

Some may disagree, but I consider it an unwritten rule the subject matter that is being classified at least consistently satisfies the name of the classification/category.

when you're able to use your penis as a weapon in a beat-em-up then yes it becomes a shmup

Someone once tried to argue with me that "shmups are beat 'em ups with guns." I don't think he was under the influence of anything at all, though. ^_^

Those attempts to redefine what's shmup are getting ridiculous.

Starfox isn't shmup.
Rez isn't shmup.
Sinistar isn't shmup.
Asteroids isn't shmup.
Space invaders isn't shmup.
BUT DOUBLE DRAGON IS?

Shmups usually involve you not only attacking but getting out of the way of attacks at the same time. In Beat 'em ups, when you attack, you are usually fixed in that spot and if an enemy attacks from behind, you get out of the way but don't usually keep punching and kicking.
