At the end of Donpach, who is the character they drop into the water? At the end of the 2nd loop? He looks like a little blob with a blindfold!

He's a Toaplan char. Never starred in his own game, that I know of, but he's also in Outzone, as I recall.

Yip, it's Toaplan's mascot. His name is Pipiru and he's apparently an anthropomorphic sweet potato. He appears on many manuals and instruction sheets of Toaplan games since Zero Wing. Afaik the only in-game appearances are in Out Zone and Donpachi.

Telling from vgmuseum's arcade and Genesis Zero Wing ending pages, it appears that Pipiru thing also appears in the endings for the arcade and Genesis Zero Wing. The Genesis version has multiple endings and that anthropomorphic plum like thing is in two of them.
