Anyone know the name of this NES game?

I think it was released in 1989-91. Combines Adventure & Shmup stages.

Some levels are Adventure style (I think) & there is some conversation taking place like wonderboy in monster land/Phanstasy Star & some stages are vertical shmup style similar to “The Guardian Legend” by Compile. You also have a charge-up beam laser similar to R-Type.

The level layout is very Japanese in style.

Not sure. Maybe but he is a typical Jap looking Anime character with blue hair I think.

I was thinking Fuzzical Fighter, but the shooting stages are horizontal there (at least the first one is).

Could it be "WURM"? That's kind of an underground drilling shooter.

Or "XEXYZ"? But there are no vertical stages in that.

Does The Guardian Legend have any Adventure (Phantasy Star) levels or is all a vertical shmup?
Because if it does, it might be it.

Is has overhead adventure levels, but the heroine has brown hair. The heroine in WURM has green hair. Are the adventure levels overhead or side scrolling?

They're overhead.
Also One level reminded me of the dungeons in Zelda1.

My guess would either be Xexyz or Guardian Legend. Maybe Dragon Fighter, but that's even less likely than Xexyz.

As has been noted, however, Xexyz has all horizontal shmup stages -- and its levels are Mario-meets-Mega-Man platformer. Dragon Fighter is a sidescroller where you can temporarily morph into a dragon mid-level a la Altered Beast.

Guardian Legend, OTOH, is an overhead action adventure (with a gun, mind you) a la Phantasy Star walkaround bits...with (as mentioned) vertical shmup levels.

I will have to try it when I have time to see if it actually is Guardian Legend (It's been 13 years since I last saw this game) but if it's not, then I don't know which game it could be...?

It was on a Taiwan Pirate Famicom cart.

If it was a pirate cart then it's possible they changed it ever so slightly to avoid copyright issues. I have a thing right now that looks like a PSone, but it's actually a famicom filled with hardcore bootleg roms. It has one game called Super Shrek Brothers where they actually redrew Mario to look like Shrek. So, that might explain the hair color differences and some other little subtleties.
