Is there really a M.U.G.E.N.-like shmup?

Is there really a M.U.G.E.N.-like shmup?

I've been looking for this kind of shmup for a long time now, but I seem to be failing miserably.

Basically shmups where you can edit either the weapons/performance of a ship. Or one where you can customize the layout of the enemy for different situations. Even being able to make your own enemy patterns.

Prefereably I'd like one that lets me customize the stage layouts, among other things.

In my dreams, I'd make my own version of a Ikaruga/Radiant Silvergun Hybrid, but that's in my dreams. :roll:
The world would be a better place if there were less shooters and more dot-eaters.

MUGEN was originally designed as a shmup-editing program, ironicaly. However, Dezaemon (in any of its myriad of forms) is probably more what you're looking for (Dezaemon 2 on the Saturn probably being the best version).
